Authority

Legal authority of the district municipality
The powers and duties under the Municipalities Act B.E. 2496 and as amended to (No. 13) B.E. 2552 and the Decentralization of Power to Local Administrative Organizations Act B.E. 2542
are as follows:
1. Authority under Section 1. 50 Of the Municipalities Act B.E. 2496 and as amended to (No. 13) B.E. 2552, the powers and duties that the district municipality shall have to do are
as follows: (1) maintain public order; (
2) to have and maintain land and roads
; Keep roads or walkways and public places, including Dispose of solid waste and sewage
(4) Prevent and suppress communicable diseases(5) To have fire extinguishers(6) For people to receive education and training

Promote women’s development Children, youth, the elderly and people with disabilities
(8) Nurture art, customs (9) Other duties as provided by law shall be those of the municipality.
2. Authority under Section 2. 51 Of the Municipalities Act B.E. 2496 and amended to (No. 13) B.E. 2552, it defines the powers and duties under which a district municipality may organize any activities in the municipality, namely
: (1) to have clean water or water supply, (2) to have a slaughterhouse
, (
3) to have a market.
(4) To have cemeteries and cremations(5) To maintain and promote the livelihood of the people(6) To have and maintain the place of protection for the sick(
7) To have and maintain electricity or lighting by other means (
8) To have and maintain drainage (9) Commercial


3. and duties under the Act establishing plans and procedures for the decentralization of powers to local administrative organizations B.E. 2542 section 16 The Pattaya City Municipality and subdistrict administrative organizations shall have the power and duty to organize public services for the benefit of their local people. as follows
(1) Preparation of their own local development plan.
(2) Provision and maintenance of land, water and drainage
(3) Provision and control of markets, jetties, crossings and parking lots (
4) Public utilities and other construction
(5) Public Utilities
(6) Promotion, training and careers
(7) Commerce and Investment Promotion
(8) Tourism Promotion
(9) Management Studies
(10) Social Work and Child Wellbeing Women, the elderly and the disadvantaged
(11) Maintenance of local arts, customs, local wisdom and culture
(12) Slum improvement and housing management
(13) provision and maintenance of recreational facilities;
(14) Sports Promotion
(15) Promoting democracy, equality and civil liberties
(16) Promote people’s participation in local development.
(17) Maintaining cleanliness and order in the city.
(18) Disposal of solid waste, sewage and wastewater

(31) Any other business that is in the interest of the local people as specified by the Board of Directors.

Municipal work
The powers, duties or tasks of a municipality are divided into 2 characteristics: authority, role, and duties as prescribed by the law under the provisions in the Municipal Act B.E. 2496 (1953).
Authority, duties and responsibilities that the municipality has the authority to consider
The division of authority or work of a municipality also varies from municipality to level. The details are as follows.
1. The duties that the sub-district municipality must perform in the municipality are as follows:
1.1 Maintaining public order, providing fire extinguishers1.2 Using land for local benefits, including providing and maintaining land and waterways1.3

Providing services to people, including maintaining cleanliness of roads or walkways and public places, as well as disposing of solid waste and sewage. Prevention and suppression of contagious diseases
1.4 Other duties as ordered by the Ministry of Interior or provided by law as municipal duties.
2. Duties that the district municipality may perform as necessary or have the potential to do are to provide services to more people, such as slaughterhouses. Markets, jetties, crossings, clean water or water supply, cemeteries or crematoriums. Promote the occupation of the people. Shelters for sickness, electricity, or other means of illumination. 3. Duties that the municipality must perform in accordance with other laws, namely, the Property Tax Act and the Land Control Act. Civil Registration Act Rabies Act, etc.
